Desk Topmost can let desktop float on the top.

Desk Topmost is a small and handy software that offers a useful alternative towards the “Show Desktop” feature that includes Windows. Instead of minimizing all of your energetic Windows, Desk Topmost floats your desktop transparently on the top of all other windows. You are able to rapidly entry your desktop shortcuts without having to minimize any of your windows and instantly return for your regular desktop after clicking on the shortcut. By default, the software uses CTRL ALT D to drift the desktop but you can alter this, also as transparency levels, from the configuration dialog.
